BPP HOSTS PERFORMANCE MANAGEMENT SYSTEM DELEGATION FOR STRATEGIC VALIDATION AND PRESENTATION
In a move to institutionalise a result-oriented and accountable public service, the Bureau of Public Procurement (BPP) on Thursday, hosted the implementation team of the new Performance Management System (PMS) at its headquarters in Abuja.
The visit focused on the formal presentation and operational validation of the modern PMS framework designed to replace the legacy Annual Performance Evaluation Report (APER) system across Federal Ministries, Departments and Agencies (MDAs).
The delegation, comprising key facilitators and technical experts driving public service reforms, met with BPP leadership to present customised metrics, Key Performance Indicators (KPIs), and digital tracking mechanisms.
Speaking during the presentation, the Director-General of BPP, Dr. Adebowale A. Adedokun, FCIPS, emphasised that aligning the Bureau’s mandate with the Federal Government’s digital agenda is critical to achieving measurable individual and departmental targets for national development.
Dr. Adedokun described the PMS as a welcome initiative that will ensure effective reporting on staff capacity building, objective rating of individual and organisational performance, and transparency in promotion processes. He noted that the PMS is evidence-based and provides opportunities for competent officers to excel, while also promoting efficiency and quality service delivery among public servants.
“The BPP, as the regulatory agency for public procurement, has already digitised its operations through numerous reforms. Adopting the PMS complements the initiatives of the Head of the Civil Service of the Federation,” he said.
The DG further stressed that BPP was one of the first MDAs to enforce the use of the official.gov.ng domain, underscoring the Bureau’s commitment to good governance. He urged all staff of the Bureau to comply fully with the PMS validation process, adding that despite possible resistance to change, government policy must be strictly adhered to.
Dr. Adedokun called on the Federal Civil Service Commission (FCSC) and the Office of the Head of the Civil Service of the Federation (OHCSF) to provide a clear timeline to enable the full and complete transition to PMS across all MDAs.
The PMS team from OHCSF also made a technical presentation and validation session to deepen understanding of the peculiarities of the PMS and its service-wide application.
